Why S’pore Tour Buses Can Enter Malaysia But Cannot Run Express Services (2026)

A recent statement by Malaysia's Transport Minister, Anthony Loke, has sparked curiosity and raised questions about the country's transport policies. The core issue? The operation of tour buses from Singapore within Malaysia's borders.

In a parliamentary session on December 2, Minister Loke clarified that while Singaporean tour buses are permitted to enter Malaysia, they cannot function as express buses. He emphasized the reciprocal nature of this arrangement, allowing Malaysian tour buses to operate in Singapore and Singaporean tour buses to carry tourists within Malaysia.

"Tour buses bring valuable visitors to our country, and we welcome this. However, when it comes to express bus services, that's where the line is drawn," Loke explained.

But here's where it gets controversial: Loke revealed that Singapore has requested Malaysia allow its express buses to operate in return for Malaysian buses in Singapore. However, he highlighted a crucial difference in their transport systems. "Singapore's system only recognizes tour buses and scheduled buses; there is no legal category for express buses," he said.

And this is the part most people miss: the potential impact on local operators. Loke firmly stated that allowing Singaporean express buses would disadvantage local operators, and thus, Malaysia's position remains steadfast.

The discussion also shed light on the issue of inspections and safety compliance. Opposition MP Ahmad Marzuk Shaary raised concerns about Singaporean tour buses operating in Malaysia for years without inspections from Puspakom or adhering to local safety standards. Loke acknowledged this, stating, "These operators have exploited the system, but we will not tolerate this. Local operators must not be disadvantaged."

So, what's your take on this? Do you think Malaysia's decision to disallow Singaporean express buses is fair, or is there room for a different perspective? Share your thoughts in the comments; we'd love to hear your opinions on this transport debate!
